Median price of the main types of “breakthrough”

DLBI believes that until 2021, prices were mainly influenced by inflation, and after that by measures that organizations began to take to combat insiders involved in illegal trading of information .

The second graph shows the median breakout price in three main areas: banks, mobile operators and government agencies.

As a standard for the “bank breakdown”, we took a statement for the minimum period (a month or more, depending on what is available on the market) for the accounts/cards of clients of all banks for which offers were available for the reporting period.

For “mobile penetration” – details of calls and SMS of subscribers for a minimum period (a month or more, depending on what is available on the market) of the Big Four operators.

For “gosprobib” – obtaining information about the owner of the vehicle from the traffic police, the movement of a person from the “Rozysk-Magistral” system and data on all issued passports from the “Russian Passport” AS. At the same time, the price of such data increased year-on-year by 40%, although it continues to remain the lowest and amounts to about 2,000 rubles per download.

The price of “breakthrough” through government databases remains low compared to other similar services. On average, state-owned goods are almost eight times cheaper than bank ones, although prices for them have increased 2.5 times compared to 2022. Experts say that there are always plenty of offers of this “service” on the market.

At the same time, the cost of “breaking through” for subscribers of telecom operators has increased by 3.3 times compared to last year (up to 90,000 rubles), and “mobile calling” is 2.3 times more expensive than banking. The report notes that “breaking through” subscribers is increasingly being done by intermediaries through their insiders in government agencies. This is one of the main changes compared to last year and, probably, it is because of this that prices for “mobile penetration” have increased so much, although there are also plenty of offers of such “services” on the market.

According to DLBI data, VimpelCom’s “breakthrough” costs about 87,000 rubles, MTS’s costs 68,500 rubles, and the leaders in data cost are MegaFon and Tele2, where the price of data reaches 100,000 rubles.

“Kommersant”, 03/20/2023, “Data broke through the price”: The cost of data for bank clients (statement per user per month) in 2023 increased by 51%, to 38–40 thousand rubles, although in 2021–2022 it remained unchanged.

Access to banking data remains “the most unstable service on the black market,” explains DLBI founder Ashot Hovhannisyan. “For most small banks there is no “breakthrough” or it is extremely difficult to find one,” he notes. At the same time, the expert admits, for Sberbank, for example, about ten intermediaries offer the service for about 40 thousand rubles. — Insert K.ru
